The most useful framework is to measure impact on delivery velocity. A team spending 40% of its time on maintenance and technical debt is effectively 40% smaller for product purposes. If your engineering team costs $5M annually, that's $2M of annual value that technical debt is consuming.
Strategic Debt vs. Accidental Debt
